I haven't done some of the more difficult parts, like working with sound effects or text that's directly over an illustration, but removing text from plain boxes or speech bubbles is easy with a good graphics program (Photoshop or Paint Shop Pro). It's pretty easy to get ahold of manga-style fonts, too.

I'm certainly willing to try, even if it might not end up being the prettiest scanlation ever. *determined face*
