That's a good point about Elincia and Meg (especially when you consider that Meg can't be made to switch side, even where her supposed reason to stick around isn't there anymore). It's certainly a good counterpoint to Earth too.
I don't think all the Heaven affinities are unreasonable, but they certainly tend to aim for things that are hard to reach.
My friend runespoor8 on tumblr also brought up the idea of "perfection" for Heaven, in that several of those characters have a "Parangon" aspect to them (she brought up Tibarn, Elincia, Greil and (grudgingly) Stefan in particular for that, and I thought that Lethe also is fairly perfectionist about being a laguz warrior).
I'm curious about how much of that works in other games as well! I guess I'll have to play them (lol). On lj side shimizu_hitomi said that there weren't much use of them in the ones she played though.
