I'd love to hear about how you go about it.
As you may have gathered, I tend to start with a bit of fiction or in-character presentation.

I don't do much more than presenting the setting and core game ideas... it's not even three pages yet it took me the day to write ;_;
Hmmm so far I've only written fiction during character creation.

It sounds as though you're being thorough. :-)
I'm not surprised that writing something Mage-related takes some time.There's a lot of terminology.
When do you present it to the players?

Not really, I think I'm just a slow writer.
I just sent it to them by mail a couple of hours ago.
