as mentionned in the notes, it's fanart by tacitoz (err on Dreamwidth, not sure she's present on LJ/under that name); it was posted on scans_daily (still on DW) in the comment of a post featuring some pretty old Thor comics scans in which the Midgard serpent was drawn as a... very big snake with buttons for eyes, so I joked he was a sock-puppet, and tacitoz rolled with it with Odin doing a puppet show for kid!Thor and Loki.
