Throwing my two cents in : like [livejournal.com profile] daegar I don't believe that "winning" is an issue for RPGs. However, I suppose you could say they are more result oriented, and especially oriented toward the abilities and powers a Character garners through a story. The only existing goal of a RPG is to accumulate Experience Points (which can be called many other things depending the game) so as to improve your character and making it more powerful.
In fics the focus is on relationships and characterization, in a way that's seldom relevent in RPGs.

I think in both cases the necessity of solving the plot of the story can be important, but that doesn't make any more focussed on "winning."
