Master - The Mayor. Because an evil overlord should always be affably evil and be cheerful concerned about family values.
Loyal Lapdog - Kyouya. No, I'm aware this is not exactly the archetype you were looking for, but think of it, he's a behind the throne power, and he's terrifyingly efficient at it. And he'd work well with The Mayor.
